Totalizator Sportowy’s Online Monopoly: How Poland’s State Casino Works and What It Means for the Market

Poland is one of the few EU countries where online casino is run exclusively by the state. Totalizator Sportowy, the state-owned lottery operator, holds the monopoly and has built it into a significant business since launching its online casino in 2018. For private operators the monopoly is a closed door; for suppliers it is a customer. Here is how it works.
Legal basis
The Gambling Act reserves online games of chance other than mutual betting and promotional lotteries for the state monopoly, along with cash lotteries, telebingo and slot machines outside casinos. The monopoly is exercised by a single-member state company designated by the Minister responsible for state assets, and that company is Totalizator Sportowy. The 2017 amendment both created the online casino monopoly and extended the monopoly to gaming arcades.
Products
Totalizator Sportowy operates the national lottery brands, an online casino offering slots, table games and live casino, and a growing network of licensed gaming arcades with slot machines connected to a central system. It also offers online lottery sales. It does not offer mutual betting, which remains open to licensed private operators, though it has explored adjacent products.
Suppliers and B2B opportunities
The state operator sources its games, platform and machines from private suppliers through procurement processes. Game studios, platform providers, machine manufacturers and payment providers can lawfully supply the monopoly, and for many international suppliers this is the only route into the Polish casino market. Supplier agreements involve public procurement and state-company governance considerations that differ from ordinary B2B contracts.
Market impact
The monopoly means that Polish players who want to play casino games legally have a single option, while a large offshore grey market continues to serve them illegally. Licensed private bookmakers compete with the state operator only indirectly. Debates about liberalising the online casino market resurface periodically, driven by tax revenue arguments and channelisation concerns, but no legislative change has been adopted.
Implications for private operators
Private operators cannot obtain an online casino licence in Poland and should not build plans on the assumption that they will. The lawful strategies are mutual betting licensing, supplying the state operator, or waiting for liberalisation while serving other markets. Operators that serve Polish players with casino products from offshore licences face the enforcement measures described elsewhere on this site.
