Kahnawake Gaming Licence: What the Mohawk Council Framework Offers Operators

Kahnawake is one of the oldest online gambling jurisdictions in the world. The Kahnawake Gaming Commission (KGC), established by the Mohawk Council of Kahnawake near Montreal, has licensed online operators since 1999 and remains a popular choice for poker rooms, casinos and sportsbooks that serve international markets. Here is how the framework works and where it fits.
The licence structure
The core authorisation is the Client Provider Authorisation (CPA), which permits a company to operate an online gambling business from Kahnawake. Supporting permits cover key persons, software suppliers and secondary operations. A distinctive feature is the hosting requirement: licensees must host their gaming systems with Mohawk Internet Technologies, the approved data centre within the territory, or an approved co-location arrangement.
What the Commission assesses
The KGC reviews the applicant’s corporate structure, the fitness of owners and key persons, the fairness of games (independent testing certificates are required), player-fund protection and the operator’s AML and responsible-gambling controls. The Commission has become noticeably stricter over the past decade, and approval is no longer a formality, although the process remains faster than European regulators.
Costs and timeline
Kahnawake charges a fixed application fee and annual licence fees rather than a percentage of revenue, and there is no gaming tax levied on licensees. Combined with a processing time that is typically measured in weeks rather than months, this makes it one of the more cost-efficient international licences. Hosting costs in the territory should be factored in.
Reputation and market access
The Kahnawake licence is accepted by many payment providers and game suppliers, particularly those with experience in the North American market. It does not, however, provide access to locally regulated markets such as Ontario, the UK or EU member states, where separate licences are required. Operators considering Canada should note that Ontario has its own regulatory regime and the position of offshore operators in other provinces remains contested.
Who chooses Kahnawake
The licence suits operators with a strong North American or Latin American focus, poker networks, and businesses looking for a credible, established licence with predictable fixed costs. It is often held alongside other licences as part of a multi-jurisdiction strategy.
Our licensing practice can help you assess whether Kahnawake fits your markets and structure, or whether a Curaçao, Anjouan or European licence would serve you better.
