Malta vs Isle of Man vs Gibraltar: Which Premium Gaming Licence Fits Your Business?

Malta vs Isle of Man vs Gibraltar: Which Premium Gaming Licence Fits Your Business?

Malta, the Isle of Man and Gibraltar are the three jurisdictions that banks, suppliers and other regulators treat as premium. They look similar from a distance, but they are built for different businesses. This comparison sets out the differences that matter when choosing between them.

Regulatory status and market access

Malta is an EU member state, and an MGA licence is an EU licence recognised across the single market, although it does not replace local licences in regulated EU markets. The Isle of Man is a Crown Dependency outside the EU with its own long-established online gambling regime. Gibraltar is a British Overseas Territory that lost its EU-based access after Brexit and now positions itself as a hub for large operators serving the UK and international markets.

Tax and duty

Malta charges a compliance contribution on gaming revenue (0.4% to 1.25% for casino, up to 4% for betting, with caps) plus 35% corporate tax reduced to an effective rate near 5% through shareholder refunds. The Isle of Man charges gambling duty of 1.5% on the first 20 million pounds of gross gaming yield, 0.5% on the next 20 million and 0.1% above that, with 0% corporate tax for most companies. Gibraltar charges gaming duty at a low percentage of gross gaming yield for B2C licensees and corporate tax at a competitive rate. For a highly profitable operator, the Isle of Man is usually the most tax-efficient; Malta is competitive once refunds are factored in.

Fees and capital

Malta: application fee 5,000 euros, annual fee 25,000 euros, share capital 40,000 to 100,000 euros. Isle of Man: application fee about 5,000 pounds, annual fee 35,000 pounds for a full licence, no fixed share capital but demonstrable financial standing and player-fund protection. Gibraltar: annual fees around 100,000 pounds for B2C and 85,000 for B2B, with the highest expectations of financial substance.

Substance and people

All three require genuine management and control locally. Malta expects key function holders, an office and regulatory data accessible in Malta, with several roles outsourceable. The Isle of Man requires a local company, two resident directors and a designated official. Gibraltar expects the business to be genuinely run from Gibraltar with local staff and premises, which is the main reason it licenses fewer, larger operators.

Timelines

Malta typically four to six months, the Isle of Man three to four months, Gibraltar highly variable and dependent on the regulator’s view of the applicant’s suitability for the jurisdiction.

Ecosystem

Malta has the deepest ecosystem: thousands of industry professionals, every major supplier, corporate service providers and testing labs. The Isle of Man has a smaller but experienced community focused on operators, networks and B2B. Gibraltar hosts many of the largest UK-facing brands and their senior management.

Banking and reputation

All three open the widest range of banking and acquiring relationships. The Isle of Man and Gibraltar carry particular weight with UK banks; Malta is the default for EU banks and PSPs.

Which to choose

Choose Malta for EU-facing B2C brands, B2B suppliers and groups that value ecosystem and flexibility. Choose the Isle of Man for profitable international operators, poker and esports networks and B2B platforms that want low duty and a stable regulator. Choose Gibraltar for large, well-funded operators building a European headquarters with real staff. Many groups eventually hold two of the three.

Frequently asked questions

Which is better, Malta or Isle of Man?+

Malta offers an EU licence and the widest ecosystem of suppliers and staff; the Isle of Man offers lower duty on gross gaming yield and a very stable regulator. Malta suits EU-facing and B2B businesses; the Isle of Man suits profitable international operators and networks.

Is Gibraltar still a good gaming jurisdiction after Brexit?+

Yes for large, well-capitalised operators that want a European operational base with low gaming duty and a respected regulator, but it no longer provides EU market access and expects real local substance.

Which premium licence is cheapest?+

The Isle of Man usually has the lowest ongoing cost for a profitable operator because of its low duty, while Malta has the lowest entry barrier of the three and Gibraltar the highest because of substance requirements.

Can I hold more than one of these licences?+

Yes. Many groups hold a Malta B2B or B2C licence alongside an Isle of Man or Gibraltar licence, using each for different brands, markets or supply relationships.
