Estonia Gaming Licence: The EU Licence Built for Tech-Driven Operators

Estonia Gaming Licence: The EU Licence Built for Tech-Driven Operators

Estonia has quietly become one of the most attractive EU jurisdictions for online gambling. It combines a genuine EU licence, a digital-first administration, a reasonable tax rate and a regulator that is strict but predictable. For operators who want European credibility without the cost of Malta, it deserves a close look.

A two-step licensing model

Estonian gambling licensing is administered by the Estonian Tax and Customs Board (EMTA) and works in two stages. First, the operator obtains an activity licence for a category of gambling: games of chance (casino, slots, poker), toto (betting), games of skill or lotteries. Second, it obtains an operating permit for each specific channel, such as remote gambling. Both are required before launch, and the activity licence is granted for an indefinite term once issued.

Corporate and capital requirements

The licence must be held by an Estonian or EU/EEA company with a registered presence in Estonia, and the law sets minimum share-capital thresholds that differ by category, with games of chance carrying the highest requirement, in the region of one million euros. Owners and management go through background checks, and the company must demonstrate an impeccable business reputation, which in practice excludes applicants with unresolved enforcement history elsewhere.

Technical and compliance requirements

Estonia requires the gambling system and games to be independently certified and connected to the regulator’s reporting infrastructure. Operators must implement the national self-exclusion register, age verification, deposit-limit tools and AML procedures aligned with EU directives. Servers and data must be accessible to the regulator, and reporting is largely automated, which suits technically mature operators.

Tax and fees

Remote gambling is taxed as a percentage of gross gaming revenue at a rate that is competitive by EU standards, with state fees for the activity licence and operating permit payable on application. There is no separate local corporate income tax on retained profits under Estonia’s distribution-based system, which is an additional attraction for reinvesting operators.

Timeline and market position

Complete applications are typically decided within a few months. The licence permits operation in Estonia and provides strong EU credibility for banking and partnerships; it does not by itself grant access to other EU markets that require local licences. Estonia is a popular home for Nordic- and Baltic-facing operators, crypto-friendly brands and B2B suppliers seeking an EU-regulated base.

Our licensing practice can prepare both stages of the Estonian application and coordinate the certification and corporate setup.
