Alderney (AGCC) Gaming Licence: A Tax-Neutral Licence for Serious Operators

Alderney (AGCC) Gaming Licence: A Tax-Neutral Licence for Serious Operators

Alderney is a small island in the Channel Islands with an outsized reputation in online gambling. Its regulator, the Alderney Gambling Control Commission (AGCC), has licensed some of the industry’s largest operators and platform providers, and its framework is designed around one clear idea: high regulatory standards, no gaming tax. Here is how it works.

The licence categories

Alderney splits its eGambling licence into two categories. A Category 1 licence covers the business-to-consumer relationship: registering and contracting with players, holding their funds and managing their accounts. A Category 2 licence covers the operation of the gambling platform itself, the effecting of gambling transactions. An operator running its own platform typically holds both; a B2C brand using a third-party platform holds Category 1 while the platform holds Category 2.

Associate certificates and hosting certificates

Alongside full licences, the AGCC issues associate certificates to businesses that provide services to licensees, and hosting certificates to data-centre operators. This lets suppliers demonstrate regulatory approval without holding an operator licence, which is valuable when negotiating with licensed partners in other jurisdictions.

No gaming tax, but revenue-based fees

Alderney levies no gambling tax on gross or net gaming yield. Instead, licensees pay annual licence fees that are banded according to net gaming yield, plus a fixed application fee and investigation costs. For a large, profitable operator this is one of the most cost-efficient structures available; for a very small operator the fixed elements can feel high relative to revenue.

Regulatory standards

The AGCC is a demanding regulator. Applicants face detailed fit-and-proper checks on owners and key persons, must demonstrate segregated player funds, certified software and internal control systems, and are subject to regular audits. The Commission’s approach is respected by banks and payment providers, which is one of the practical reasons operators choose Alderney.

Market access and use cases

An Alderney licence is an international licence rather than a passport into locally regulated markets. It is commonly used as a base licence by platform providers, aggregators and operators serving markets that accept offshore licences, often alongside local licences in the UK or EU. Substance requirements are moderate: an Alderney or Guernsey company and appropriate local arrangements are expected, but not a large local workforce.

If a tax-neutral, high-credibility licence fits your model, our licensing practice can prepare the application and coordinate the AGCC investigation process.
