Land-Based Casinos in Poland: Market Map, Operators and Concession Limits

Land-Based Casinos in Poland: Market Map, Operators and Concession Limits

Poland’s land-based casino sector is small, tightly regulated and dominated by a few experienced operators. For investors and suppliers it is also one of the few lawful routes into Polish casino gaming, since the online segment is a state monopoly. This article maps the market: how many casinos the law permits, where they are, who runs them and what the rules require.

The statutory cap

The Gambling Act allows one casino per 650,000 inhabitants in each voivodeship, with additional casinos in cities above population thresholds, which translates into roughly fifty concessions nationwide. Warsaw accounts for the largest cluster, followed by Kraków, Wrocław, Poznań, Gdańsk, Łódź, Katowice and Szczecin. Smaller voivodeship capitals typically host one casino each, and some locations are periodically vacant between tenders.

Operators

The market is led by a handful of groups that hold multiple concessions and operate casino brands in hotels and city-centre venues, alongside a small number of single-venue operators. International groups have entered through tenders and acquisitions, and the state operator Totalizator Sportowy also holds land-based concessions in addition to its online and arcade monopoly. Consolidation has been the trend as tenders favour experienced, well-capitalised bidders.

Permitted games and premises

Casinos may offer cylindrical games such as roulette, card games including poker and blackjack, dice games and slot machines, each under game rules approved by the Minister of Finance. Premises must meet statutory standards, including audio-visual monitoring of gaming areas, controlled entry with identification and registration of every guest, and separation from other activities. Slot machines are permitted in casinos only, since arcades outside casinos fall under the state monopoly.

Tax and economics

Casino games and slot machines are taxed at 50% of gross gaming revenue, one of the highest rates in Europe, which shapes the economics toward high-footfall city venues and hotel partnerships. Player winnings from casino games are exempt from personal income tax, which supports demand. Concession fees and the cost of the financial security are moderate relative to the tax burden.

Staffing and compliance

Staff in supervisory and gaming positions must hold professional certificates issued by the Minister of Finance after training and examination. Casinos are obliged institutions under Polish AML law, with full customer due diligence, transaction monitoring and reporting duties, and are inspected by the customs and tax administration. Responsible gambling obligations include access controls, self-exclusion on request and information for players.

Interaction with the online monopoly

Land-based concessions do not extend online. Operators cannot offer their casino games over the internet, and the only legal online casino is run by Totalizator Sportowy. Industry bodies argue for liberalisation, but no change has been adopted, so land-based remains the private sector’s only casino channel in Poland.

Opportunities for investors and suppliers

For investors, entry is through tenders for expiring concessions or acquisition of concession-holding companies, subject to vetting. For suppliers of machines, tables, systems and services, casinos and the state operator are the addressable market, and technical certification of equipment is required.
