Gaming Licences in Poland: What’s Actually Permitted

Poland operates one of the more restrictive gaming regimes in the EU, and operators who misjudge it face real consequences — including domain and payment blocking, and penalties that can reach players using illegal platforms. Before targeting the Polish market, it’s worth understanding exactly what is and isn’t open to private operators.

The state monopoly

Most online gambling in Poland falls under a state monopoly. Online casino, poker, bingo and slot-type games are reserved for the state-owned operator. For private operators, the online opportunities are narrow: licensed mutual (sports) betting and promotional lotteries are the main routes. Misreading this line is the most common — and most expensive — mistake foreign operators make.

What private operators can do

On the land-based side, private entities may run casinos under a concession and betting under a licence, while slot machines outside casinos remain within the state monopoly. Betting licences are granted by the Minister of Finance, typically for a fixed term, and only a limited number of operators hold them.

The obligations that come with it

Licensed betting carries local technical requirements, including data-archiving arrangements, alongside rigorous AML and player-protection compliance. Betting taxation has historically been levied on turnover, though a shift in approach is periodically discussed — a point worth monitoring if you’re modelling the economics of the market.

The practical takeaway

For most foreign operators, the key questions are whether a planned product is permitted, monopoly-reserved or prohibited, and how to access the market lawfully without crossing into unlicensed supply. Getting that classification right at the outset avoids enforcement risk later.
